ევროკომისია არის  პასუხისმგებელი ორგანო, რომელიც უზრუნველყოფს ერასმუს+ პროგრამის განხორციელებას. ის მართავს პროგრამის ბიუჯეტს და შეიმუშავებს მის პრიორიტეტებს, მიზნებსა და კრიტერიუმებს. გარდა ამისა, ევროკომისია ხელმძღვანელობს და მონიტორინგს უწევს პროგრამის ზოგად განხორციელებას, შემდგომ განვითარებას და შეფასებას. ევროკომისიას, ასევე, გააჩნია პასუხისმგებლობა სხვადასხვა ქვეყნების ეროვნულ დონეზე პროგრამის განხორციელებაზე პასუხისმგებელი სტრუქტურების ზედამხედველობასა და კოორდინაციაზე.

ევროკომისიის მანდატით, ევროპის მასშტაბით, “ევროკომისიის ევროპის განათლებისა და კულტურის აღმასრულებელი სააგენტო” (EACEA) პასუხისმგებელია Erasmus+ პროგრამის მხარდაჭერასა და განხორციელებაზე. EACEA ახდენს Erasmus+ პროგრამის უშუალო მენეჯმენტს. აღმასრულებელი სააგენტო პასუხისმგებელია საგრანტო პროექტების სრული სასიცოცხლო ციკლის მართვაზე, პროგრამის ხელშეწყობიდან, საგრანტო განაცხადების შეფასებით და პროექტების მონიტორინგით დამთავრებული, პროექტების და პროგრამის შედეგების გავრცელებამდე.

Erasmus+ ეროვნული ოფისები, EACEA-ს სამუშაოს მხარდასაჭერად, ფუნქციონირებენ მესამე ქვეყნებში, რომლებიც არ არიან ასოცირებულნი პროგრამასთან, მათ შორის საქართველოში. Erasmus+ ეროვნული ოფისები უზრუნველყოფენ ინფორმაციის მიწოდება Erasmus+ პროგრამების აქტივობების შესახებ, რომლებიც ღიაა ამა თუ იმ ქვეყნის მონაწილეობისთვის, მათ შორის უმაღლესი განათლების, პროფესიული განათლების, ახალგაზრდობისა და სპორტის მიმართულებით. 

Erasmus+  ეროვნული ოფისი უზრუნველყოფს პოტენციური განმცხადებლებისთვის კონსულტაციის გაწევას და და შესაბამის დახმარებას. ოფისი, ასევე, უზრუნველყოფს უმაღლესი განათლების რეფორმის ექსპერტთა ადგილობრივი გუნდის (HEREs) კოორდინაციას, უზრუნველყოფენ პოლიტიკური დიალოგის მხარდაჭერას ადგილობრივ ხელისუფლებასთან და ევროკავშირის დელეგაციებთან კომუნიკაციის საშუალებით.

Who implements the Erasmus+ program in Georgia and what does the national office do?

The European Commission is the responsible body that ensures the implementation of the Erasmus+ Programme. It manages the program budget and develops its priorities, goals and criteria. In addition, the European Commission directs and monitors the overall implementation, further development and evaluation of the Programme. The European Commission is also responsible for the supervision and coordination of the structures responsible for the implementation of the program at the national level of different countries.

Mandated by the European Commission, the European Education and Culture Executive Agency (EACEA) is responsible for the support and implementation of the Erasmus+ program across Europe. EACEA carries out the direct management of the Erasmus+ Programme. The executive agency is responsible for managing the full life cycle of grant projects, from Programme promotion, through evaluation of grant applications and project monitoring, to dissemination of project and program results.

Erasmus+ national offices, to support the work of EACEA, operate in third countries that are not associated with the Programme, including Georgia. Erasmus+ National Offices provide information on the activities of the Erasmus+ Programme that are open for the country, including higher education, vocational education, youth, and sport.

The Erasmus+ National Office provides consultations and support to potential applicants. The office also coordinates the Local Teams of Higher Education Reform Experts (HEREs), providing support for policy dialogue through communication with local authorities and EU delegations.
