Capacity Building in Higher Education (CBHE) is an Erasmus+ action supporting large-scale international cooperation projects aimed at modernising higher education institutions and systems, strengthening governance and quality assurance, improving relevance to labour-market needs, and fostering internationalisation in partner countries. CBHE projects are funded according to their strand and scope, with EU grant ceilings ranging from approximately EUR 400,000 to EUR 1,000,000 per project in the 2021–2027 programme period, reflecting increased systemic ambition. In Georgia, CBHE has shown sustained engagement and growing leadership capacity: during 2014–2020, Georgian institutions participated in 37 selected projects, including 11 coordinated by Georgia, while in 2021–2027 Georgia has been involved in 32 selected CBHE projects, with 15 projects coordinated by Georgian institutions and 20 involving Georgia as a partner, demonstrating strengthened institutional capacity and an increased role in leading CBHE consortia.
